Workflow Activities, Business Rules and Events Processing

We are having issues with events (business rules, approval rules, etc) not processing as expected. Approval Rules and other business rules do not execute as expected when tasks are created with ‘create task’ activities in workflows.

For example.
1. Create an approval rule with a condition based on field value
2. In a workflow, use the create task activity to create a task that has the appropriate value set
3. When the workflow executed, you can verify that the task is created as expected
4. You can open the task to confirm that the appropriate field values were set.
